Amazon · Children's Product Certificate
Amazon asked for a Children's Product Certificate (CPC). What do I do?
Short answer: Send Amazon a CPC that you, the US importer or US manufacturer, issue yourself, backed by a passing report from a CPSC-accepted lab. For children's toys Amazon asks for a report issued within the previous 12 months covering ASTM F963-23, phthalates, tracking labels and, for toys for under-3s, 16 CFR 1501 small parts. Since September 3, 2025, toy documents go to Amazon through an Amazon-approved testing (TIC) provider, not a direct upload.
Last verified: October 2026. General information, not legal advice. KidsTestingLabs is an independent directory and guide: we don't test products and never issue or certify Children's Product Certificates. The US importer or US manufacturer is responsible for certifying compliance.
Step 1
Where do I find Amazon's request?
Every request names the ASIN, the policy, the documents and a deadline.
- In Seller Central, go to Performance → Account Health and open Policy Compliance, then Food and Product Safety Issues. Write down the ASIN, the deadline and the exact documents listed.
- Some categories also show under Manage your compliance → Product compliance requests on the Account Health page.
- Check which policy Amazon applied (for example “Children's toys”). The policy decides how you submit, see step 3.
Amazon can request compliance documents at any time, and listings that miss the deadline can be removed. Source: Amazon: Submit compliance information, SGS.
Step 2
What documents does Amazon want for a kids' product?
For toys, Amazon's help page lists four things.
| Document | Who produces it | What it must show |
|---|---|---|
| Test report | A CPSC-accepted third-party lab | Issued within the previous 12 months; ASTM F963-23 and CPSIA section 108 phthalates; 16 CFR 1501 small parts if the toy is for under-3s |
| Children's Product Certificate | You (the US importer or US manufacturer) | All 7 CPSC elements, in English, citing the same rules as the report |
| Tracking label evidence | You | Photos of the permanent mark on the product and packaging (CPSA section 14(a)(5)) |
| Test Request Form (TRF) ID | Seller Central, when you choose a TIC provider | Links your documents to Amazon's request (toys only) |
Sources: Amazon Seller Central: Children's toys; Eurofins: Amazon Direct Validation guide (Oct 2026). Amazon notes that some F963 sections (4.1 material quality, 4.2 flammability, 4.3.1 hazardous substances, 5 labeling, 6 instructions, 7 producer markings) do not require a CPSC-accepted lab.
Step 3
How do I submit the CPC and report?
Toys go through Direct Validation; most other children's categories are uploaded.
Children's toys (and, since 2026, children's jewelry)
- On the Food and Product Safety Issues page, click Submit, then Verify your product.
- Create the Test Request Form and choose an Amazon-approved TIC provider. Keep the TRF ID.
- Pick document verification if you already have a passing report and CPC, or product testing if you don't. The provider reviews or tests, then sends the result directly to Amazon.
- Watch the ASIN in Account Health. Eurofins says a passed status normally appears within 1–2 business days after the provider transmits it.

Other children's categories
For categories such as children's sleepwear, Amazon lists its own document set (CPC, CPSC-accepted lab report, tracking label and labeling evidence) that you submit from Account Health. Check the category's help page, for example Amazon: Children’s sleepwear.
Step 4
What goes on the CPC?
CPSC requires 7 elements. There is no official template.
- Identification of the product (detailed enough to match only this product)
- Each CPSC children's product safety rule it's certified to
- The US importer or US manufacturer: name, full mailing address, phone
- The person keeping the test records: name, email, address, phone
- Date (at least month and year) and place of manufacture
- Date and place of testing
- The CPSC-accepted lab: name, full address, phone
The CPC and supporting test reports must be in English. Source: CPSC: Children's Product Certificate, Amazon Seller Central: Children's Product Certificate. Our free CPC builder formats these for you.

What if I don't have a test report?
You need one before you can issue a CPC.
Book testing at a lab that CPSC accepts for every rule on your product (search the CPSC lab search). Use samples from production: Amazon accepts only passing reports on production-run products, not prototypes (Amazon compliance guidelines). Typical CPSIA testing takes about 1–3 weeks (Compliance Gate). See what a valid report must show.
FAQ
Frequently asked questions
Can my factory or the lab issue the CPC for me?
No. CPSC requires the US importer (for imported products) or the US manufacturer to certify. A factory or consultant can help prepare it, but you sign it as the certifier.
How recent must the test report be for Amazon?
For children's toys, Amazon asks for a report from a CPSC-accepted lab issued within the previous 12 months.
Can I just upload my CPC for a toy?
Not for toys. Since September 3, 2025, Amazon routes toy documents through an approved TIC provider that verifies them and submits the result to Amazon.
What happens if I miss Amazon's deadline?
Amazon can remove the listing. You can still get it back by completing the request; see our guide on reinstating a suppressed children's listing.
My product isn't for kids. Why is Amazon asking?
Amazon classifies by packaging age, images and marketing. If you think the classification is wrong, use Amazon's appeal option rather than paying for testing you may not need.
