Do plush toys need a Pennsylvania registration and law label?
Short answer: Yes. Stuffed toys sold, shipped or given away in Pennsylvania need a PA registration number for the factory that makes them and a law label reading “All New Material” (or recycled / blend) plus “REG. NO. PA” and the number. Registration costs $96.84 and renews every year. You must mail a finished production sample, a lab report on PA sections 47.317, 47.321 and 47.322, and a sample-pull affidavit. Other states' numbers aren't accepted.

What goes on the Pennsylvania law label?
- A statement of the filling: “All New Material”, “All Recycled Material” or “Blend of New and Recycled Material”.
- Your Pennsylvania registration number, preceded by “REG. NO. PA”. PA numbers start with PA and end with the two-letter code of the country or state where the factory is.
- Design, color and size are up to you, but it must be securely attached and clearly legible.

Who registers
Who needs the registration?
Manufacturers, and importers bringing stuffed toys into Pennsylvania, including online sellers shipping to PA buyers. Each factory needs its own number. An importer can register jointly with a factory (the number then only covers goods made for that importer) or help the factory get its own number. A PA store that only resells doesn't need a license. How to do it
How do I register a stuffed toy in Pennsylvania?
- Fill in the application (form LIBU-35) or apply online in PA's eDAP portal.
- Get a lab report from a US-based or CPSC-accepted lab showing the toy passes PA sections 47.317, 47.321 and 47.322 (flammability and material requirements).
- Pull a finished sample from production or from goods already in the US. Prototypes aren't accepted. Sign the affidavit (no notarization needed if pulled overseas).
- Pay $96.84 online, or by US-bank check or money order by mail.
- Mail the sample to PA L&I, Division of Bedding and Upholstery, 651 Boas Street, Room 1606, Harrisburg, PA 17121.
- Wait about 30 days, then add the number to your law label. Renew every year; a new toy with different materials needs a new submission.

Frequently asked questions
Does Amazon require a Pennsylvania stuffed toy label?
Pennsylvania's law applies to any stuffed toy sold or shipped into the state, including through Amazon. Amazon's own children's product rules (CPC and test reports) are separate.
Can I use another state's registration number?
No. Pennsylvania doesn't accept stuffed toy registrations from other states.
Do I need to send a sample?
Yes. A finished sample of each toy made of different materials, from the factory on the application. No number is issued until the sample is received.
How long does it take?
PA says about 30 days on average, processed in order received. There's no expedite option.
Can you file the Pennsylvania registration for me?
